He agregado esto en config/application.rb, pero no hay diferencia

 config.assets.initialize_on_precompile = false

Lo implementé varias veces y descubrí que hay un problema en la carpeta public/assets, por lo que necesito implementarlo localmente. ¿Alguna sugerencia para solucionar esto?
