Cloning a website and setting it up with localhost

I'm trying to learn how to clone and setup websites. But I can't seem to get it working properly. Bear with me I am no expert at all and I am mostly playing around with the ambition to learn something useful.

I found a website that I liked and went on to download it to my Mac desktop using Wget -rk (URL)

After tweaking the CSS to work with my new file paths I got it working, Except that the Javascript isn't because "Not allowed to load Local resources" The solution to this seems to be to setup the files on localhost.

so I CD the target folder with the index file and set up my localhost with Python -m SimpleHTTPServer 8000

I then try to open the index with localhost using Localhost/index.html which only returns "It works" Which obviously isn't what's in the index file.

From my understanding when It returns "It works" It has something to do with apache but from this point on I just get confused on what I am supposed to do.
