How do I make a dynamic 2D (draggable) flatlist?

React Native, JavaScript:

I'd like to make a 2D array consisting of

[
    [button, button]
    [button, button, button]
]

I'd like to generate it by starting with one large button with arrows beside it for where the next new button is created. For instance, if I start off with just the one large button and tap the arrow to the left, I want to place a new button on the left of the original button and make both the same size.

If I tap above, I want to create a new row with a single button (same size). i.e. going from

[
    [button]
]

to

[
    [new_button]
    [button]
]

Any advice on how to do this dynamically (and allowing to drag both buttons both vertically and horizontally would be great.

Worst case scenario, if someone could provide me with an example/reference/guide to make an NxM flatlist that has draggable components (where N and M are dynamic) would be great.
