Typescript/React project: Module dependancy errors after version update

We have a Web UI written in Typescript that uses React, Redux and a list of other Javascript modules.

One Problem that we've enccountered is that some modules need webpack 4.42 and others need at least version 5.0 when a newer nodejs version is installed. There are different node versions locally on developer computers and CI server. Sometimes there seems to be also an issue between Typescript and Javascript Modules.

One colleague deleted the modules and reinstalled them manually - some he had to upgrade and others to downgrade - then it worked again. How are the dependancies generally managed in a Typescript/React project? Should the versions in the package.json file be frozen to a version that works (e.g. "8.3.2" instead of "^8.3.2")?

It's a bit of an open question, but thanks for your help!
