console.log(document.cookie) gives empty string.

Working on localhost, path is cgi-bin, http-only is false, secure is false, samesite is lax. When I view cookies on the site, it has name and value of cookies stored fine. But, document.cookie is simply empty. Is it because of localhost? Cookies are set correctly though???
