When I try to run ng e2e or direct protractor command I get this error :

this is because of a breaking change in Jasmine. Change your protractor config file to have:
var SpecReporter = require('jasmine-spec-reporter').SpecReporter;
instead of:
var SpecReporter = require('jasmine-spec-reporter');
You need to do like this following:
const SpecReporter = require('jasmine-spec-reporter').SpecReporter;
jasmine.getEnv().addReporter(new SpecReporter());
