I'd like to know whether notifications have been enabled for the current browser in the host PC's system preferences in order to show a help tooltip if it's not.

If I disable notifications for Google Chrome in system preferences but then allow them via the browser Notification.requestPermission() popup, Notification.permission becomes 'granted', and no error will be fired when new Notification(...) is called. The show event is also fired despite the notification never actually showing up.

Is this a manuscript better posted in chrome bug reports, or is there a kosher way to get the system-level permissions for notifications for a particular browser?
