Tengo una matriz de objetos donde Citems es una matriz de objetos. Cada objeto tiene estado activado o desactivado y hora.

Estabas en el camino correcto usando map() y reduce() . Una llamada adicional a flatMap() y algo de desestructuración lo reúne todo:
