This could easily be done with css however per your question here is how you would accomplish this:

<button id="button" onmouseover="mouseOver()" onmouseout="mouseOut()" onclick="test()" >Enter</button>

<script>
function mouseOver() {
  document.getElementById("button").style.color = "red";
}

function mouseOut() {
  document.getElementById("button").style.color = "black";
}
</script>
