Object.create usando una función frente a un objeto

¿Por qué es posible hacer Object.create directamente en un objeto?

 const greet = { name: null } let s = Object.create(greet);

Pero no puede hacer eso directamente en una función, y debe agregar el .prototype de la misma.

 function greet(name) { this.name = name; } let s = Object.create(greet.prototype);

¿Por qué uno está permitido pero el otro no?
