Automating a command in to work through a set of files

I have a list of files:
base.vox
style1.vox
style2.vox
ground1.vox
ground2.vox

I am needing to run a command for example
./merge --input base.vox --input style1.vox --input ground1.vox
and automatically adjust the input file names to work down the list without repetitions. so
./merge --input base.vox --input style1.vox --input ground2.vox
./merge --input base.vox --input style2.vox --input ground1.vox
./merge --input base.vox --input style2.vox --input ground2.vox

and so on.. Is this possible to do inside of a script?
