Is it possible to intercept data in change() handler

I'm not sure if I'm even asking the right question - seems like I did this a long time ago though.

For TLDR below: There is a change() method bound to an element that I'd like to gather "hijack". Is there a way to look at the values passed to a change handler that is not in my code?

Long version: The webform plugin select binds a change event that handles the option selection. I would like to look at and act on that value before the form is submitted. Pretty sure I've done this before, but its been a while since getting my hands dirty with JS or jQuery
