var button = document.createElement('button');
button.className = 'btn btn-outlline-primary';
button.value = 'Reply';
button.setAttribute("onclick", "YOURFUNCTIONNAME()");
div.appendChild(button);

you can give your button an onclick funtion with setAttribute
