Tools or strategies for language translation of dynamic web mapping application?

I am the product owner for a U.S. Federal government dynamic web mapping application (using Leaflet, code base is C# .NET and JavaScript; SQL Server backend) for which we've been asked to pilot doing a Spanish translation of the application. Some of the content in the app UI is static, and some reflects realtime data values from a sensor network on the landscape via a separate enterprise system that process and stores everything in English. This is a national scale application. The team is not bilingual, nor am I, but we have access to a contract language translation service. We are fleshing out the process and what it might look like for maintaining this application with one codebase in both English and Spanish, knowing we will need to "refresh" the translation periodically as updates and enhancements are released. We are wondering what industry best practices exist for this type of task. Similarly, what type of tools might we consider looking at, if any? Thanks for any suggestions that can be provided. My goal is for us to define a "minimum viable process" for this knowing that we will have to maintain this dual language offering into the future, and may even have to expand it to other languages.
