How to scroll document first and element second?

Normally when I point my mouse on scrollable-element and scroll that element scrolls and only when it is scrolled up to the bottom the full document scrolls. Is it possible to reverse this behaviour? I.e. to make document scroll even when I point to a scrollable element and only when you reach the end of the document - scroll the element itself.

I tried to simulate this with scrollTo function in an eventListener, but it results in jittering, since there are multiple scroll events fired at the same time and eventListener treats them in arbitrary order resulting into scrolling into arbitrary scroll positions, i.e. back and forth.
