Reordenar una lista de elementos y actualizar en la base de datos

Estoy tratando de reordenar una lista usando LINQ pero parece que me estoy confundiendo bastante. Me imagino que esto es algo simple, pero parece que no puedo entenderlo.

Tengo la siguiente configuración usando blazor:

 @foreach (var question in Questions) { <div> <p @onclick="@(() => MoveQuestionUp(question))">Move up</p> <p @onclick="@(() => MoveQuestionDown(question))">Move down</p> </div> }

Así que HTML muy básico solo para hacer clic para reordenar y mover una pregunta hacia arriba y hacia abajo en una lista.

Lo entiendo, no he intentado nada aquí porque estoy completamente confundido sobre qué hacer a continuación. Entiendo el concepto.

Después de recibir comentarios sobre un comentario, actualicé el método MoveQuestion, pero no creo que sea óptimo, así que me gustaría obtener opiniones al respecto.
