¿Por qué se cambia el formato de hora de 00:00:00 en formato UTC de 24 horas a 24:00:00?

Tengo la fecha como:

 var date = new Date('2021-08-25T00:00:00.000+00:00');

Estoy formateando el tiempo como:

 time = date.toLocaleTimeString('en-Us', { hour12: false, hour: '2-digit', minute: '2-digit', second: '2-digit', timeZone: 'UTC', });

Por qué la hora se cambia a 24:00:00 en lugar de 00:00:00. Y como puedo tenerlo como 00:00:00

El uso en-Gb lo soluciona.
