Heroku: possible anonymous proxy hiding connecting ip on node app

I have a node app on Heroku. I am trying to get the client IP for requests made to the back end.

Heroku claims the connecting IP is: 116.203.40.18

This is not correct, the connecting IP (of my connection) is 217.151.x.x. I am also able to see the Heroku proxy that has an IP6 address.

I have tried a number of packages that claim to get the IP, I have also tried the below data from the req object.

req.headers < to see what x-forwarded-for contains
req.socket.remoteAddress,
req.ip,
req.remote_addr,
requestIp.getClientIp(req) < from the request-ip node package

I am now at the point of thinking that a proxy exists somewhere which is forwarding the request without disclosing that it is doing so.
