Uncaught TypeError: rows is undefined

I made a webpage in Webstorm and plotted a violin plot using plotly.

But when I tried to unpack .csv file, I met this error:

Uncaught TypeError: rows is undefined.

How can I fix it?

Code:

<script>
    d3.csv("localhost:8080/examples/statistics.csv",
      function(err, rows) {

        function unpack(rows, key) {
            return rows.map(function(row) { return row[key]; });
        }

        var data = [{
            type: 'violin',
            x: unpack(rows, '地理区域'),
            y: unpack(rows, '街道方向熵'),
            points: 'none',
            box: ...
            line: ...
            meanline: ...
            transforms: ...
        }]

        var layout = {
            title: ...
            xaxis:...
            yaxis: ...
            legend:...
        }

        Plotly.newPlot('myDiv', data, layout);
    });
</script>
