It should be Intents.FLAGS.GUILD_VOICE_STATES instead of Intents.GUILDS_VOICE_STATE.
You can also set Intents via strings instead of Intents.FLAGS object.

intents: ["GUILDS", "GUILD_MESSAGES", "GUILD_VOICE_STATES"]
});
