Can't run .ps1 test as service from a particular directory

I have administrator rights on a computer. I have a single line .ps1 that I create as a service using nssm.exe, and when this ps1 is in C:\test, it works. (log in as local system account)

When that same .ps1 resides in C:\Program Files\WindowsPowerShell\Modules\test, the service will not run once created. It says it can't start, but there is nothing in the event viewer except that it is paused.

The permits seem fine to me. I have full access.

I tried using nssm.exe to create a service for ps1 which should allow me to run the service, but it stops.
