SQL where clauses can have multiple conditions:
SELECT DISTINCT city

OR city LIKE 'u%';
Further, since you only care about starts with, you can switch to a substr match:
SELECT DISTINCT city
FROM station
WHERE substr(city,1,1) IN ('a','e','i','o','u');
Although note if city has an index on it this may be less performant (requiring a full table scan)
