Controling image caching in html?

I have an image for my website that is pulling for the file every couple of seconds. But I think because the browser is caching the image it doesnt change.

I found this article: https://developers.google.com/web/fundamentals/performance/get-started/httpcaching-6

and this code sample:

<filesMatch ".(ico|jpg|jpeg|png|gif)$">
 Header set Cache-Control "max-age=2592000, public"
</filesMatch>

Is that specific to apache or is it a general option?
