Troubles finding +php-osx.conf

I have started a website using php code but when I recently updated my mac to big sur my apache hasnt been working. I've tried everything I could find except for deleting the file +php-osx.conf which I saw another thread on here talk about. However I could only find the file in terminal not finder and when I go to delete it in terminal it says permission denied. So then when I go to change the permission I had to find the fool root path in terminal. It then comes back as no such file. Not really sure my next step here or what to do anymore any help or guidance is appreciated for this newbie
