I am trying to follow this spec for 5. Base 64 Encoding with URL and Filename Safe Alphabet: https://datatracker.ietf.org/doc/html/rfc4648#section-5

Right now I have

const safeBase64 = Buffer.from(comment).toString('base64')

but I don't think this conforms to the spec. What do I have to change?
