But the tooltip is mostly useless -- I think it tends to pick a part of the map that the cursor is near when the page loads. Either that or it just picks a random state for a given year. How can I get the tooltip to better report the name of the state (at least) and the value of that state in a given year (preferably)?

Also, feel free to give any other suggestions desired.
