How do I set-up notifications based on certain events happening in Frappe Framework? (more detailed below)

Full context: I'm working on a student association app (already in production and being used) that works together with different companies and provides a middle ground between College Students and Companies that want to hire them (students usually have to pay much less tax in my country). It handles all the recruitment, legal paperwork, and payments completely digitally.

It is built on the Frappe Framework completely. It has many different doctypes for example Project Managers, Students, Companies, Jobs, Contracts, etc...

My goal is to add a feature for users that when they log in, they get notifications when certain events happen. These events could be students receiving their salaries, or companies getting a notification when their contact with the association enters a new job in the system. (all of this is in the notification panel)

All of these events occur when a certain Doctype has some changes or when a new one is created.

If I know at least some of the steps to go through to building this, I can probably write the logic for it but I don't know where to begin exactly.

What kind of in-built feature can I use in Frappe Framework and what is the best way to go about this problem?
