¿Por qué esta función aún funciona si la variable no está dentro de if y else?

Teniendo en cuenta la entrada 0 en let p = Number , no entiendo cómo funciona este código si p = 1 está fuera de if y else de la cuenta regresiva y la cuenta ascendente.

¿Por qué no es necesario crear otro for for if (p <=0) ?
