On an installed PWA in Chrome (which hides the main window's address bar), do I still have no ability to open new windows with a hidden address bar?

I cannot find documentation that talks about this either way. Most documentation discusses why the functionality was removed from window.open for security reasons, but, that doesn't include the scenario where we already have been trusted by the user and where our main window doesn't have an address bar.
