Viewport units different in NUXT/SSR vs vanilla Vue

I built an app in vanilla Vue and used vw and vh units for all the formatting (padding, margins, etc.). It looks like Figure 1 in vanilla Vue. I'm re-implementing the web app in NUXT, and without any modifications, the formatting now looks like Figure 2 when rendered server-side via NUXT. I have default viewport settings configured for both:

Would appreciate insight into why this could be happening.
