Can I control horizontal movement of elements with a vertical scrollbar?

I would like it so that when I scroll down on a page it moves an element horizontally. So, if I'm at the top of the page it's all the way on the left of the screen, if I scroll down it moves to the right.

I don't know if this is possible with only CSS/SCSS or I have to use JavaScript. Also, if JavaScript is needed let me know if there's a good way to do that without it being laggy.

something like that ^^
