Is there a way to change color values in an image using code?

Hope you're having a great day,

I want to take an image (TIF format), let's say the image contains 2 colored squares:

1. L=80, A=-90, B=-84
2. L=69, A=0, B=0

These are the color values in LAB color space.

Now, how can I import this image into my software/script, and make a change, let's say:

1. L=+1.34, A=+1.11, B=+2.0

I would like to edit the L value of the first square to be 81.34, A=-88.89, B=-82.0, and edit however many more squares, eventually exporting it as TIF.

If you know of any image processing library that would make it possible, I'd love to hear about it, especially a Node or JS library, but I am familiar with C#, Java, Python, whatever it takes.

I found LibTiff for C# and Sharp for Node.js but it seems that my requirement is out of scope for these libraries.
