Recibí el mismo error y lo solucioné usando el nodo v12.0 que usa npm 6, estoy bastante seguro de que el error está relacionado con npm 7.

Sigue siendo un problema cuando se usa npm 8 al instalar el paquete opencv-build ahora, cambie a npm 6 mediante npm install -g npm@6 funciona.
