What prefixes does twilio use to send whatsapp?

Is there any twilio evangelist who knows if there is information about the prefixes that twilio sends when receiving a whatsapp. For example: From a phone in Argentina, twilio builds a request like this:

Although the sender's number is 1131254578, twilio sets it to +549 1131254578. Obviously I know that +549 is the country code/prefix, but I want to know if there is a list that uses twilio for country codes for whatsapp. This is how it is configured when you send a whatsapp from a phone to the twilio endpoint. But if you personalize the call and do it through postman, you could put as WaId: 541131254578, without putting 9 before 54, and whatsapp/twilio would send it to you the same, and the request would be WaId":"541131254578 from":"whatsapp:+541131254578.
