You need to create a keydown event listener like this:

var input = document.getElementById("input");
input.addEventListener("keydown", event => {
  if (event.keyCode === 13) { //13 is the keycode of ENTER
    Send();
  }
});

function Send(){

}
<input id = "input" type="text"/>
<input id = "SendMessage" onclick="Send()" value = "Send" class = "Button" type = "submit">
