Dynamically Creating Checkboxes Based on Size of Dictionary [JS]

I'm having trouble writing the following function in javascript.

given a dictionary, I want to be able to display each item (key, value pair) with a checkbox next to it. I also want the list to be organized by descending order based on the value. At the end, I want to be able to return a list of keys that were checked off, triggered by a button click.

for context, this code exists within html and is being used to create a chrome extension.
